The HRA is up and running

May 29 2026

At a meeting held on May 23 to discuss security issues it was unanimously agreed that Hamburg urgently needed a (long-overdue) ratepayers’ association to give muscle to the village’s efforts to protect residents and improve the quality of life here.

Heeding that call, a group of volunteers has now set about actioning a ratepayers’ association. An interim committee has been established, a draft constitution prepared (see below) and a short-term strategy agreed.

THE COMMITTEE
The interim committee:
Bruce Cohen
Nikki Fleming
Dean Mace
Tracy Mace
Brenda Wilson
Mike Wilson

INTERIM STRATEGY
The committee’s key focus right now is to establish a legal framework for the association so we are not seen as an informal lobby group that can be easily ignored. To do this means registering the association as an NPO (non-profit organisation) that will give the association legal standing with the various authorities (municipality, SAPS, water and electricity providers etc).

In addition, we need to create a membership database and set-up a bank account and finalise other administrative tasks.

Simultaneously, members of the committee are creating portfolios of responsibility for priority areas like crime, water etc.

CONSTITUTION & AGM
The draft constitution is available here (pdf file)

We will shortly call for feedback on the constitution, which will be adopted at the association’s first Annual General Meeting alter this year when a new executive committee will be elected by members.

MEMBERSHIP & FEES
We are appealing to property owners, and tenants of private property and Public Works houses, to register as members as soon as possible. Note that people residing on communal land are not eligible for membership of the association as this could bring us into conflict with existing community organisations/structures.

The membership application form is here. Please complete it as soon as possible. It can be completed online and submitted immediately.

No fees will be charged until after the first Annual General Meeting in September when the new elected committee will decide on the matter.

MOVING FORWARD
Please be patient while the committee continues with the preliminary work that will give the association the legal teeth it needs to fulfil its mandate. Should you need to communicate with the association, you can email secretary@hamburg.co.za
